JAKARTA – Chairman of the Jakarta Provincial Information Commission (KI DKI Jakarta), Harry Ara Hutabarat, attended the doctoral defense of Puadi, a member of Bawaslu RI, at the National University (Unas) on Wednesday, February 19, 2025.
During the session, Puadi defended his dissertation in the field of political science, titled "Problems in the Oversight of the 2019 Simultaneous Elections in DKI Jakarta Province."
"As the Chairman of the Jakarta Information Commission, I highly appreciate and take pride in Puadi’s doctoral examination today," said Harry.
Harry noted that Puadi’s dissertation was particularly interesting as it mentioned the word "transparency" more than three times. According to him, this indicates that transparency plays a crucial role as a problem-solving factor in the discussion of the 2019 simultaneous elections in Jakarta.
"If you read the dissertation, you will find the word transparency mentioned more than three times. This demonstrates that transparency is a key problem-solving element in Puadi’s doctoral dissertation," Harry stated.
Harry agreed with Puadi’s argument in the introduction of his dissertation, which highlighted that Jakarta’s status as the capital city presents a complex political dynamic. As a result, public expectations for election oversight were particularly high during the 2019 Jakarta Pilkada.
Many parties demanded the presence of election monitors who could ensure legal certainty and the enforcement of fair election regulations.
Therefore, Harry expressed his hope that Puadi, as a political scholar and a member of Bawaslu RI, would carry out his duties in accordance with the prevailing laws and regulations, particularly in balancing expectations and reality—known in legal terms as das sollen and das sein.
According to Harry, das sein has not always aligned with das sollen due to differing interpretations of legal norms.
"There are high expectations for these comprehensive regulations, but in reality, they are still far from being fully realized," Harry concluded.
